Fulton is the No. 4 cornerback in the country, according to 247Sports Composite. He earned an invitation to The Opening Finals and was selected to play in the U.S. Army All-American Bowl.

Despite his lack of mass, he's known as a good tackler with impressive instincts and ball skills who also possesses the reactive quickness and recovery speed necessary to become a high-level cover corner.
Unsurprisingly, he's viewed as a heavy Tigers lean, with all 16 of the predictions in the 247Sports Crystal Ball in favor of home-state LSU. However, he maintained within the last several weeks that he's "pretty open" to the recruiting process.
Per Scout:
Fulton reported at the Nike Regional's in New Orleans at 6' 0", 172. He had a 37.9" vertical and showed the ability to go up and bat the balls down at a consistent rate. During his [2014] season, which saw him collect double digit interceptions, he showed a knack of anticipating where the ball was going and the ability to go get the ball. He's a ball hawk that comes out of his back petals well.
