Jim Harbaugh and staff are "participating in" two summer camps to be held in Alabamy and Texas this summer. Technicalities prevent them from sponsoring the camps, but they can be the reason for them.
Michigan is taking advantage of the NCAA loophole discovered by Penn State coach James Franklin last summer. NCAA rules prohibit schools from hosting football camps more than 50 miles away from their campus.
But as long as the staffs aren't hosting, and are coaching as invited guests, then everything checks out.

Gotta hand it to ol' Hardball - he's always looking for an edge.
So, will Strong do the same? It'd be great to have one in Cali and one in Florida. Just need a sponsor.
Red? Red, where are you? You told Charlie you'd do whatever you could to help.
