I was mostly joking, but in that case, I believe context mattered. In the case of the school shooter at Parkland, the President was saying that based on all the tips given about his mental state, there should have been mechanisms to allow law enforcement to, yes, take the guns, and then evaluate him. That is what I believe was meant by that statement.
Who'd have expected that Tillerson was actually advocating for a tougher stance against Russia compared to DJT? It's almost as if DJT has a soft spot for Putin. Someone might want to investigate that. Tillerson was in over his head, nearly half as much as his boss.
