Seems like it. Yet the GOP ideologues often take a laissez faire free market "purist"/non-pragmatic view of things such as Soc Sec, Medicare, public goods, unions, public schools, etc. It's left a huge group largely unrepresented by either party. Reagan (and Trump) marketed heavily and effectively to this group, though their ideology clearly splits with them on a number of lines.
I suspect that Biden and some of the other more moderate Dems hold these sorts of views (other than the pro-life which has become sort of a litmus test), but they run as more "progressives" in the primary to appeal to the typical Dem primary voter, not to your average person.
I remain of the opinion that the independents and moderates determine the general election. The DNC knows this and will not let a Bernie-type win the primary.
