It could be a military flight, but it doesn't look like a military cargo plane like a C-5, C-17, or C-130. It also looks like it has a second deck. There's a ladder to something. My guess is that it is a Boeing 747 freighter that has been configured to temporarily carry passengers.

The good news for us here, along with a Wisconsin case, that cruise ship in Japan and the spread in Singapore, is that we now at least have something to study -- the Chinese have been turning down multiple requests by Trump to let the CDC in. They are supposed to have agreed recently to let a WHO team in, but I dont think they've even arrived yet.
