The Oregon governor isn't up for re-election until 2022, I belive - don't think she ran in 16, thought it was 18. So no risk there for years. The Portland mayor is running this fall against an even worse opponent. So best case for Portland - they have the same terrible leadership they have now.
Democrats don't mess around - they don't waste time passing things like changes to tax rates like the Republicans do, who are slaves to the Chamber of Commerce.
They do things like go to all mail order ballots, so they can win any election that's close via endless counting until they have the lead, then end the race. They implement ballot harvesting, where random civilians can bring in as many absentee ballots as they want to from others. They go to "jungle" (can I say that or is that racialist?) primaries, where the two top vote getters, regardless of party, move on to the general election, thus making sure no Republican is on the ballot for the actual election.
Once the Democrats have total power in a state, like they do in the trio of CA OR WA, no Republican will ever be elected to statewide office, or the mayor of any big city.
