As far as value, they probably add little or nothing. Right now, the ACC is mostly a one team show for the last 6 years. Since 2011, FSU has won 3 conference championships, and Clemson has 7 and six of those were consecutive the last 6 years. They have 15 teams, at least for football, which includes Notre Dame in the Atlantic Division. They could add 1 program, but I've heard nothing about that being considered.
The PAC made a statement which seems to indicate they want to keep their "academic standing" high, whatever that means, so potentially, they may be staying with only 12 members.
The BIG could add 2, IIRC, but besides maybe Iowa St., who gets the nod to join.
So, the Irate 8 may have to play as an 8 team conference. If the Power 5 stays intact, does each team play a 7 conference game and 5 non-conference game season? Who do they add? Maybe U of Houston, New Mexico U, New Mexico State, Utah State, Boise State, or Northern Arizona? Adding four of those would allow the Big 12 to actually have 12 teams and not 10.
Lots of probabilities right now. We might not have a better picture for another year or two. Like I said, except for what we know which is Texas and ou are going to the SEC, the rest is mere speculation at this point.
