You have to remember what a "cut" is. To normal people, it means spending less money on something than you did before. In Washington, D.C., it means spending less than the projected increase in spending. For example, if budget legislation projected to spend $1T on Social Security in '22, $1.2T in '23, and $1.4T in '24, but Congress intervenes and decides to only spend $1.35T in '24, they've "cut" Social Security, even though they're spending $50 billion more than they did the year before and $350 billion more than they did 3 years earlier.

They will never admit the reality of the situation. The profiling that occurs is born from the repeated characteristics and personality of chronic criminals.
