What I read is that the balloons were not discovered until they left US airspace, so there was nothing to do or say to anyone.

If it happened during Trump, show the proof and who told Trump and when. The thing should have been destroyed the minute it penetrated the US ADZ. Then when they got around to destroying the balloon they had to figure out a way for the missile to explode in the balloon - no structure to set off the missile. So now at a minimum the other side knows, we have that technology. What a total screw-up all the way around.
