Big Ten Commissioner Jim Delany indicated that one possible plan is to place Michigan, Ohio State, Penn State, Nebraska, and Wisconsin in the "Overrated" Division, with the divisional winner representing the conference in the Rose Bowl. All of the remaining Big Ten teams will play in the "Overmatched" Division, with the divisional winner representing the conference in the Little Caesar's Bowl. "The main thing we wish to stress," Delany said, "is that regardless of how we may re-align our divisions, the Big Ten will continue to provide the Rose Bowl loser. This conference has been producing Rose Bowl losers since 1948, and we're proud of that tradition. Big Ten schools have lost to some of college football's greatest teams in that venerated stadium, and fortunes willing, we will for many, many years to come."
