We're in a budget crisis and need to scale back and eliminate agencies. So where does Congress start? The Office of Congressional Ethics, the only nonpartisan agency charged with investigating congressional wrongdoing. Isn't that nice? Link.
Kinda of like on a much larger scale, the Communist Government is trying to rein in political speech that defames party members for taking advantage of the system. Sadly enough, dictatorship or democracy, it's irritating when it gets pointed out that those governing too often seek private rewards at the expense of the public good.
That is pretty sad. Seeing your title I was prepared to respond that there is no such thing as an agency Congress doesn't mind eliminating, but I had forgotten that there are a few useful agencies.
