Rules Q re declining penalties

    In a game a couple of weeks ago (maybe U Tenn), Tennessee had a long KO return--like 75 yards. There were two penalties on the play, seemingly offsetting. The UT penalty was an illegal block after maybe 65 yards. So, Tennessee decides to decline their penalty, so no offset and rekick. Instead they got penalized for their own penalty and got the ball around midfield.

    Never saw that before.

    Anyway, in the Iowa State game, I think, we had a long pass play to maybe the 3 yard line (A Foreman?), with penalties on both teams (maybe Foreman celebrated?). So, based on what I saw , I think we could have declined the penalty on ISU and kept the ball on the 18, first and ten. But with offsetting penalties we reran the play from about midfield.

    Can anyone enlighten me on whether this is actually the rule?

    Well if that's the rule, a coach ought to know it, but in all my years of couch-coaching I never saw it. It makes sense, though.

    Doesn't make sense...When penalties "off-set" the down/play is replayed. That situation the penalties must not have off-set.

    Two flags are down. The ref specifically talked to the Tennessee coach for a minute on the sideline, and then announced, "there are two penalties on the play; facemask (or whatever) against the kicking team--and that penalty is declined (showing so with his hands) and..." (so, I expected the second penalty to also be against the kicking team, and to be the one that would be accepted by Tennessee, which would have explained the first one being declined)..."and illegal block against Tennessee, the return team. That penalty will be enforced from the spot of the foul. First down, Tennessee."

    I just wondered what rule or combination of rules may have let this happen, and whether it is generally available.

    Sounds like someone screwed the pooch there. Officials do mess up....Ask OSU...LOL

    The problem with the rule here is those are both spot fouls, so they should offset from the spot. That would make a lot more sense.

    When the outcome would have been better for you if the other team hadn't committed a penalty, it's probably not the best way to implement a rule.

    Sometimes I think officials just say "they offset" because they can't figure out how to mark both of them off. There were plenty of times in past years where I've seen plays like that where both penalties were marked off, but I almost never see that anymore. It may be the rules have changes on how those are enforced.

    So I'm not sure if Charlie would have had the opportunity to decline the penalty and simply have the facemask enforced from the end of the run. You'd think that could be done, but this IS the NCAA, and these ARE Big XII officials, so...

    ProdigalHorn, you need to get into a rule book. Though games look simple, the rules of the games are very complex. There are some instances where the penalties off set and others where both are enforced. It all depends on the type of fouls that occur before, during, and after a play. Some fouls are spot fouls, others are from the LOS. usually when they off set they are both flagrant, or they are both non-flagrant with the same amount of penalty yardage accessed. When one is during the play and one is after the play, they are both accessed. If you really want to say," WTH ?" when it comes to rules........Read a basketball rules book....LOL
