Should I file a police report?

On my way to work this AM, I'm sitting at a light and the jackass in the Blue TL w. the Chrome longhorn on his trunk hits me from behind. Not really sure why, we were both already stopped. I know he had a chrome longhorn because as I pulled over w. my flashers on to check for damage, he pulled around me and sped off
There's very minor damage to the paint, from what I can tell. Do I call the PD and file a report? I do have his license plate.
