They have to meet the required ncaa minimum. The minimums are a 2.0 GPA with a 900 on the SAT or 21 on the ACT;or a 2.5 GPA with a 700 SAT or 17 ACT. A non-qualifier meets neither standard. My guess is that some attend other shoaled because they don't meet these standards out of high school.
Nebraska allowed partial scholarships, meaning they met one of two requirements until they joined the Big12.
My wife was a D1 college athlete, she will tell you she didn't have a college experience until she graduated and got her first job. These young men and women earn their scholarship, room and board, stipend, and for some an opportunity to attended a university that they would otherwise not qualify for - which is a huge value. A UT degree can can change a family's outlook for generations.
