He claims judicial restraint to avoid taking cases he doesn't want to rule on, but ignores it when he wants the SC to strike down other policy, like President Trump's rescinding of Obama's DACA EO. He ever admitted Obama's EO was a usurpation of legislative powers, but hung his hat on Trump's rescinding of it as being "arbitrary and capricious" - judge speak for it's a meanie thing that they don't personally like.
The only consistent aspect of his decisions has been that since Kennedy left the court, he's voted exactly as the DC Ruling Class wishes him to.
The often repeated idea is that he more of less bought his adopted kids via some dodge adoption outfit, and he's been threatened with having them taken away. I think that's both foolish, and gives him far too much credit.
Most likely answer is that he's a craven coward, quite willing to become a rubber stamp for whatever the DC Ruling Class wants, in return for scraps of praise. But this should be bigger than his own fragile ego. Congress and the White House are trying to hobble the Supreme Court, and you'd think he would feel he owes it to all the Chief Justices before him to stand up for the independence of the Court.
But even the thought of going against the DC Ruling Class makes him piss himself in terror, so here we are.
