Leaving the base early?

What is the rule if a base runner leaves the base early?

I thought the runner was called out, but apparently I am wrong.

 

Rarely gests called and it has to be pretty obvious to be able to see the runner off the bag before the ball leaving the hand.

 

Call on our players at least twice this year. Brain farts. I think one may have been Jenae.
