SMU has a higher standing in USNWR rankings than any of the remaining Big XII. That is huge to Stanford & Berzerkley. Fresno State is a somebody's sick joke. That would be like Troy State replacing Auburn in the SEC.

There are forces in the PAC that really hate BYU. I mean really, really, really HATE BYU. I would suspect some of the same folks wouldn't care much for Baylor either. Of course, lots of us don't care much for Baylor either...
Even those that don't hate BYU are unwilling to deal with the "No Games On Sunday" scheduling headache that comes with Mormon U. Man, the PAC has made one disastrous decision after the next. They haven't been helped by the Rose Bowl thinking its **** don't stink either.
I am old enough to have been to multiple bowl games, some that no longer exist, BUT The Rose Bowl remains the worst run venue I've ever been to. They cannot handle the least amount of adversity, yet with no adversity they are about as welcoming and friendly as a pack of Anahuac alligators.

I have lost several deals this year because the bosses turned down one day travel requests because it can be done by zoom . Sometimes issues need to be handled directly and some problems cannot be fixed by a phone center in India.

I remember walking up to the stadium with goosebumps before the Championship game against Alabama thinking how iconic this cathedral of college football was. I was inside for about ten minutes and realized what a shite hole it is today.
It is not only an aged facility, but it has the worst group of "volunteers"/workers of any venue I have ever attended. National Championship game, sellout crowd and concession stands are out of food before the end of the first quarter. I threatened a "security guy" at our entrance and had him removed for the way he treated a lady and her young daughter.
