    Another health cooperative, New Mexico Health Connections, also filed a lawsuit Friday arguing the administration used a formula that unfairly rewards big insurers.     The leading insurer on Illinois’ exchange, Blue Cross Blue Shield, is proposing increases for 2017 ranging from 23 percent to 45 percent for individual health care plans, according to proposals posted by Heathcare.gov. Another insurer, Coventry Health Care of Illinois, proposed rate increases as high as 21 percent.     On Monday, Illinois citizens were jolted by a piercing pain in the wallet as federal officials unveiled proposed Obamacare insurance premium rates for 2017. Insurers plan to dial up rates as much as a heart-stopping 45 percent for those who buy plans on the Obamacare marketplace when open enrollment starts Nov. 1.

    That means thousands of people will scramble for affordable insurance ... and won't find it.
    Is this rate shock unforeseen? Not really. Rocketing Obamacare rate requests have become an annual rite of summer, as welcome as sunstroke. In California, for instance, Obamacare health coverage is slated to rise by an average of 13.2 percent next year — more than three times the increase in each of the past two years.     President Barack Obama has said there’s a need for more competition in some markets. In an article in the Journal of the American Medical Association, he said Congress should consider allowing a government-run health plan to compete with private carriers on the ACA exchanges in areas where individuals have few options.

    Bertolini said big changes are needed to make the exchanges viable. Risk adjustment, a mechanism that transfers funds from insurers with healthier clients to those with sick ones, “doesn’t work,” he said. Rather than transferring money among insurers, the law should be changed to subsidize insurers with government funds, Bertolini said.

    The governments modest CPI measurements of less than 2% or absurd when health care and education cost escalations are factored in.

    And that is why those responsible for the actual delivery of our health care, technicians and physicians refer to the ACA (and have done so from inception) as ObamaNOcare.
