Ummm, it's not that simple. How do you close a community with a geographic footprint shown in the link below? Find the town of Plum Grove. That is the NW corner of 4 square miles or so of developed and developing neighborhood/slum. You don't just go "close" it.

I'm not an expert on financial regulation, so I wouldn't speculate on specifics. However, they can impose regulations on real estate purchasing that would effectively take illegal immigrants out of the equation. The realtors lobby would fight it though. However, I highly suspect that they wouldn't even have to do much. There has to be government involved in these transactions to make them worthwhile - loan guarantees, subsidies, or something. End those.
