Can we play in the NC game w/o winning the Big 12?

Is there a rule that would prevent the #2 BCS team from playing for the National Championship if they do not win their conference?

If there is no such rule, it seems like we would play in the championship game with a OKst. win.

Remember a few years back when OU was spanked by KSU in the Big XII Championship game, and incredibly, was still invited by BCS to play for the NC. They lost to LSU.
