I think that I would try to discourage her from doing this. Perhaps if she waits a long time to buy the ticker, her musical taste will change and it won't be an issue. My problem with this is that in my world it would take a 13 year old an insane amount of effort to earn $600. It would be a hard lesson to learn to ulitmately have them regret wasting all that effort for a ****** 2 hour concert. Maybe help her look around to all the cheaper, more tangible things that can be bought. Then again if she gets $50 for taking out the trash and $75 for raking the lawn, $600 isn't that much to her and it's no big deal to spend it. What do I know.
