I'm not sufficiently knowledgeable about the relationship with Soros. I thought it was Hungary that opposed Soros but I could be wrong. I do know that Belarus is allied with Russia and the US would like to change leadership and replace Lukashenko with a regime hostile to Russia. The idea seems to be to start fires all around Russia that they have to continually deal with. If people get hurt and economies destroyed, well, that's the price you pay for "democracy."
