    If the official on the field had blown his whistle signalling forward progress was stopped before the runner went out of bounds, then the clock should have kept running. However, if the official had not blown his whistle signalling the runner was stopped before he stepped out of bounds, then stepping out of bounds would have stopped the clock. I went back and listened and I did not hear a whistle before the runner stepped out of bounds.

    I realized what I was missing before. He got a first down, so even though he didn't step out the clock should have stopped long enough to move the chains.
