Congress passed a law changing the withholding tables so that some people are now paying an extra $200-300 per month in withholding when their tax burden did not change. Effectively giving congress an interest free loan on $3,600 of your money. Compare what you owed in 2009 and if your salary did not change too much make sure you are only having withholdings to cover your 2009 taxes. File a new W-4 to fix it and keep your money.
