Obviously he was in way over his head at UT. IMHO, the ideal match for him would have been Baylor. His coaching limitations aside, Charlie was all about running a clean ship off the field, and he demanded that his players respect women (which presumably includes not gang-raping them...). While Rhule is a better football coach and likely to build back their football success to some degree, Charlie would have cleaned house with Baylor's horrendous off-the-field %$&# and helped to restore Baylor's terribly tarnished brand as a school and as an institution.
Perhaps the powers-that-be at Baylor these days prioritize on-field football success over the integrity of their school and institution. Unfortunately, that doesn't surprise me at this point at Rape U.
