^ Normally I'd agree with that sentiment, but there's little doubt that these guys were just handed a free pass to get away with stuff they shouldn't have as well.
The court ruled that the reason for the suspensions was not specific enough. Additional info is needed to reinstate the penalties. This is a stay of execution not a pardon.
