If he officially makes such a "declaration" (and therefore invokes some kind of emergency powers), he should be impeached and removed. If it's just stupid political rhetoric, then he should face sharp criticism and ridicule.
He got elected twice because the GOP governor before him was a nut and not a consensus builder (unlike what is happening in the NC legislature).
