    A lot of this would not have been necessary, IMO, if the politicians had not been diverting about 1/3 of the billions in gasoline excise taxes collected each year for decades and spending it on non highway/road programs such as education & welfare.
    The federal gas tax brought in $29.4 billion in 2008.
    Here in Texas, the state gasoline tax yielded $3.1 billion in revenue.
    If the politicos have been diverting about 1/3 of the revenue from it's intended purpose for decades, you do the math.

    *Federal* gas tax money goes entirely back to transportation projects, almost all of it for highways, but some to mass transit and other projects (states have some flexibility in deciding the exact split).

    It is *state* gas tax money that gets diverted to non-transportation uses. Texas is actually one of the biggest offenders in this area. The 1/3 figure you cited is, I think, close to accurate for Texas. Most states divert far less than that to non-transportation uses.
