NCAA rules state that the teams must have contrasting jerseys and that the home team shall wear a lighter color than the visiting team. The rule says this may be altered with mutual agreement by both sides.

it's really only in football that the home team wears dark uniforms. why is this when every other sport dons the whites at home?

I always thought it was so the color combinations would change for each game, rather than being the same every time. The home fans get to see the green of Baylor, purple of TCU, or whatever.

In HS football does home team wear white or dark? I can't remember.

In NBA home team wears white, same iwth MLB. NFL? I seem to remember the Cowboys almost always wear white which leads me to believe home teams wear dark (otherwise Dallas would wear dark basically 1/2 the time when on the road).
