Is there a legal procedure by which Congress can remove one of its own for gross incompetence and stupidity, or does something like that just have to wait for the next election?
The Constitution, Article II, section 4 provides “The President, Vice President and all Civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.” So, are members of Congress "officers" of the United States? There is a split on the answer. The House did it once to a Senator in the 1790s (he was later expelled by the Senate). And so the House does have the power to expel its own member, like the Senate has done. But the best answer is probably that it is up to the people. But I wouldnt count on that happening here. I was living in DC through the entire Marion Barry saga. "The people" kept re-electing him. Likewise, it appears that the majority of people of Omar's district agree with her. So that brings up the question whether the rest of us can impeach her entire district from the US? You start the petition, I will sign it.
Yes. Article I, Section 5 of the Constitution authorizes the House to expel a member with 2/3 vote. Very rare. Not gonna happen to Ilhan Omar. Keep in mind that they are ok with an impeached and removed federal judge serving in the House (Rep. Alcee Hastings, D-FL), so the bar is pretty low.
