Being ignorant of the rules circles back to lack of institutional control which is one of the major NCAA infractions. Obviously the NCAA suspects payola in excess of the "pay for services" to Lyles and the other two services, but cannot find the smoking gun. If one of the recruits in question suddenly finds religion, Oregon is literately a dead duck.

If and when the NCAA decides to grow a pair, here are the punishments to be assessed offenders: 1) No conference or TV revenue sharing 2) Limited official visits by recruits 3) Go ahead and go to a bowl, but pay your own way and receive none of the revenue or tv money. 4) Offending athletes, can: A) Forfeit elligibilty and stay at school with school paying for 5 full years of education including tutoring B) Transfer to whatever they call D-ll school and play Coaches: First offense will result in suspension without pay from D-1 for 3 years. Second offense will result in suspension without pay from D-1 for 5 years. Third offense results in lifetime ban. For those of you too young to remember, I sent a similar suggestion to Shawnee Mission, KS in the early 80s. I got back a letter telling me that the NCAA regulated institutions not individuals.
