The more accurate and appropriate way for the media to present it would be for them to say "The Democrats alleged that ..." And I think they know this. The phrasing is a conscious choice on their part. Which, to me at least, makes it fall into the category of political propaganda.
I find it akin to the stated as fact assertion that "Russia interfered with the 2016 election." We hear and see this claim all the time, every single day. But they are not stating it correctly.
I think everyone would agree with the factual assertion that "the Russians attempted to interfere with the 2016 election." It is just a small difference in wording, but it makes a big difference in meaning. The implication of the factual claim that "the Russians interfered with ..." is that they were successful and actually affected the outcome of the election. Which is factually untrue.
This is a good example of why well over half the country has such a poor attitude towards US media. They are fake news.
