According to this Judicial Watch report michelle obama has given 70 million taxpayer dollars (actually we are likely borrowing this 70 mil )to "empower" Pakistan female students. I did not know a First Lady had authority to allocate money. If we can educate foreigners, corporations will be able to outsource jobs thus reducing expenses and elevate stock prices. So spending taxpayer money will pay dividends (literally) for corporate executives. If Americans aren't willing to pay tax dollars and sacrifice a few thousand jobs so that corporations can profit, maybe they aren't patriotic enough. Stop complaining.

The FLOTUS' office is part of the White House's budget. Michelle Obama has no authority for such a program. Ultimately, it's the President's program. It probably use the State Department/USAID grant program as its conduit. The ROI on foreign aid such as this is 1,000x that of throwing it away in places like Chicago. You teach these girls to read, it's much less likely their sons will join the Taliban/AQ/ISIS. That means fewer terrorists in 20 years (many come from Pakistan). If teaching women to read reduces Islamic extremism by just 10%, that saves hundreds (maybe thousands) of American lives....and all for less than the price of one F-35. We know the solutions to the problems in Chicago, and it's not more government money.
