NCAA has a major hole in its armor, but it has to be breached by a family or guardian. I had the perfect case in early 90s, but the guardian worked for a mega church, and the pastor wouldn't allow the guardian to move forward. NCAA has a major civil rights violation policy, which the feds would have to prosecute.
