IOW ... expecting the secure system with "reasonable" functionality sounds like tradeoffs in aviation. that is ... putting an F35 into the job of the A-10 ... or expecting it to perform "reasonably" for all services' missions. Not going to happen, but we're gonna spend the money anyway.
The comical thing about that is that developing these "super planes" that supposedly do everything was supposed to save money. Also, in this context, "reasonably" is a euphemism for "mediocre but expensive."
