Who owns the 4th quarter?

OK, so at the end of the 3rd quarter, pretty much every team holds up 4 fingers to announce to the opposing team and the world that they will own the 4th quarter. Not to be outdone the opposing team is also signifying their intended dominance in the final stanza. Point spread on the scoreboard has absolutely no effect on either team, as teams that are losing by 50 points feel quite confident that they will make up some serious ground come the 4th quarter.

Anybody have any insight in to why this is so?
